My Beloved Friends, 

I AM sure that you experienced the great love of Saint Germain as you read and re-read the beautiful decree he shared with you in the previous letter. I want you to know that this is but one example of the love that is continually poured forth from his Heart and all of ours not only to the chelas, but to all lifestreams upon the Earth. This is what you are also learning to do. The love that is flowing between as you work together for the freeing of all consciousness is becoming more pronounced. Love begets love! 

As the Master Initiator who has developed and released most of the teachings about the importance of decrees to the spiritual freedom of all life on Earth, Saint Germain has assured me that he will assist in this portion of the teaching. As you do your work in learning to create personal and group decrees and invocations, be sure to call upon him for inspiration and understanding. 

Often, the students have asked how they can help overcome the lack of spiritual understanding that appears so evident in the world today. A simple decree technique is one of the best ways to awaken the population at large. However, at this time it is even more important to awaken the guardian spirits and the more evolved souls in embodiment. They are needed as protectors and teachers now. Some time ago, I asked you to make calls for the awakening of the Guardian Spirits who have fallen into sleep. I thank you for responding at that time, and now wish to expand upon my instruction regarding this extremely important task.  

As you call upon the 'I AM' Presence and the Holy Christ Self of any lifestream, the attention of the Oversoul is drawn and gently activated. The result is a release of light and love to the individual for whom the call was made, providing a spiritual stimulation that will be at a level acceptable for their development. This can be accomplished without disturbing their physical, mental or emotional balance. Also, and this is an extremely important consideration, working in this way will not interfere with any specific karmic requirements they may need to fulfill for their spiritual evolution. 

For anyone to believe that they know what is best for another individual is an error we often encounter in those who otherwise have a sincere desire to help others. This is a point I ask our chelas to keep uppermost in their consciousness in the work of healing. No matter how well you may think you know another person, it is not possible to know what their spiritual requirements and needs are. If you work in the way I describe, you will be using a safe technique of spiritual awakening. This technique may also be used for healing the lower vehicles, and for other specific needs. 

A very important point to keep in mind is that the effectiveness of any technique is contained within the Principle upon which it is based. Look for the principle involved in any teaching that is presented to you. Then test the techniques presented to see if they are effective. Seek the truth in this way. Thus you shall develop spiritual discernment. 

Even though we are just getting started upon this study, I emphasize that the information given in this letter is extremely impor­tant. I ask that you study and commit to memory the points contained within it. They form the basis of spiritual principle upon which we will construct all new decrees, regardless of the specific purpose for which they may be designed.
