Beloved Ones: 

Some lifestreams wonder in their study of the evolution of man if the apparent pressure of circumstance and environment is a heavily contributing factor toward the nature and emanation of the personality. 

In reality the individual consciousness of the lifestream, even before birth, determines the environment and circumstance which is thrown by that consciousness upon the screen of Life... and which forms from within that consciousness the peculiar circumstances through which the lifestream must evolve. We can see therefore that environment, circumstance, heredity and station of birth are but the outpicturing of the particular consciousness rather than external circumstances which affect adversely a helpless soul. 

In all social endeavors to change the environment of great numbers of people who have lived in squalid and poor tenements it has been found that the newly provided environment slowly but surely reverts back to the first estate, unless education precedes and continues hand in hand with the physical improvement, proving that from within is the pressure of consciousness that molds the without... and the educational activities really change the consciousness of the people which enables them to sustain their improved circumstances if they open themselves to the inflow of the illumination contained within scientific and social educational measures provided to give them added opportunity to further improve their state. 

Many altruistic men and women have time and again chosen to reestablish the physical atoms of the physical world by providing new settlements for the masses, but without the changing of the consciousness this is but a temporary and a thankless task.
