The beautiful Retreat located in the western part of the United States of America, in the heart of the Rocky Mountains, plays Host to the Ascended Masters and their chosen chelas, pupils and aspirants toward wisdom. 

The entire service and activity of that Spiritual Body of dedicated intelligent God Beings known as the Great White Brotherhood is to raise the consciousness of mankind and make it possible for every individual to know perfect health of mind and body, abundance of every good and perfect thing, and to learn that God, the Father, desires that the individual shall manifest to widen the borders of his glorious Kingdom. Throughout the year, in the various Retreats around the world, selfless brothers and sisters are constantly preparing plans for the furthering of the evolution of the race, and these plans and designs are presented at the Half-Yearly Councils in order to secure the sanction of the Lords of Karma and the necessary Dispensations and Grants of energy required to carry the plans into effect. 

The Law governing the evolution of the race is that all benefits and blessings must come through the natural door of the consciousness of some member of the race yet embodied and belonging to the realm in which the blessing is to manifest. This is evident because the long course of history proves without a question of a doubt that, although all the inventions and discoveries and blessings existed in the mind of God and were easily perceived by those who had earned the right to live in his Presence, these gifts did not become the property of the race until one of their number grasped the idea and drew it through the energies of his own world. Even Jesus had to take on a physical body, to translate the Word of God to man! 

It is to secure the cooperation and interest of the constructive students of life who attend these Half Yearly Councils that the Members of the Brotherhood present their various petitions and plans. Upon the amount of interest shown by the embodied lifestreams who, in the greater freedom of their inner bodies, are privileged to participate in these Councils, depends the extent of the Grants and Dispensations handed down to the Brothers by the Karmic Board. After all plans and designs are heard, and the sponsors from among the human race duly noted, the Grants are handed down, and those Masters who have secured the greatest response from the hearts of the assembled embodied mankind receive the most energy from the Cosmic Storehouse which balances the 'pledged' energy of the students. 

On December 19th, 1970 - the evening of the Transmission of the Flame, not only in the heart of the Teton Mountains, but all over the world, the Sanctuaries and Retreats of the Brotherhood will be garlanded with flowers and greens in preparation for the celebration of Christmas, and also because of the opportunity afforded the Beloved Saint Germain in bringing into the lower atmosphere of Earth more and more Cherubic Beings who but await the opportunity to expand the harmonious energy which is released in music and song throughout the Holy Season. The Angels of Peace, Pure Divine Love, Transmutation and Purification, will be in the atmosphere of Earth in great numbers to purify the souls of mankind so that Peace may find a permanent dwelling place in their hearts. 

At the Christmas Season, when mankind's attention is, for the most part, raised above the ordinary everyday consciousness, the beam of the attention from the Earth upwards gives an opportunity for the Heavenly Host that does not have a parallel throughout the entire year. The psychic and astral realms are then literally bombarded with electronic particles consciously directed from the Cosmic Hierarchy in an endeavor to purify the atmosphere of Earth and to release the discarnates from the psychic effluvia in which they dwell. 

The Earth is moving toward the Sun. Those individuals who live on her bounty have opportunity without parallel. Those who do not wish to become refined, as she is being refined, are at complete liberty to remain at the end of the blind alley they have created, but, for the upward moving Planet, garlanded with Light at this Season, we are very happy. We are happy for this Planet that has suffered so much; that was created so beautiful in the beginning; and that has been so kind and generous to the people evolving upon her and who have shown such little gratitude in return. But now she has decided to be FREE. Isn't that a beautiful thing? The living, breathing Being, the Planetary Spirit, walks back into the Light. The Angels come to meet her and the individual beings who are within the body of the Earth, especially those who are conscious of her, receive into themselves some of the Virtues of the Most High. 

Beloved chelas, at this Season of the year when it is customary to send Gifts to those you love, we most humbly direct your attention to the greatest Gift of All - a Blessing from the Supreme Source as released by the Spiritual Hierarchy. May we suggest that you invoke the glorious Beings assembled at the Rocky Mountain Retreat to release the Gift of Peace, or any other God Virtue which your heart desires to give, and then ask that the Blessing be expanded to enrich all life upon this dear Earth. 

Remember, you also have the opportunity to place a Petition before the Karmic Board at this Half Yearly Council. If it is found to be of merit at Inner Levels, you will be permitted, and required, to engage your energies toward bringing it to fruition.

May every member of the human race, embodied and disembodied, attend this Great Council and offer their energies that the Planet may quickly outpicture the Perfection that is intended for her and her peoples.
