My Beloved Disciples of the New Age,

You have just completed the petition classes that have become an integral part of the work done at Shamballa in conscious cooperation with the Octaves of Light. In simultaneous ceremonies with the activities of the beloved Karmic Board, you have merged your consciousness with Ours, joining and supporting the petitions of the Great Ones Who are helping the planet Earth at this time. I come today bearing a gift of gratitude from the Realms of Light, especially from the Chohans of the Seven Rays, for your loving support of Their petitions on behalf of all life on planet Earth.

As some of you know, there is a Being of great Light called the Angel of the Scrolls, Who serves at the Teton Retreat during the meetings of the Karmic Board, as well as at other times when His services are required. This is a Spiritual Office held by an Angel of sufficient development to fulfill the requirements. There are many diverse aspects of this service, and it is always anonymous. That is, the Angel does not refer to an individual identity while He serves in this capacity, but uses only the title of the office itself. All of His individual interest is set aside during this time, for the purpose of perfecting His ability to concentrate upon the exact need of the moment in His service, and His ability to use perfect telepathic communication. It is a part of His balancing at a very high level of development. He must hold an entire plan within His consciousness, any part of which may be commanded forth in an instant, then totally concentrated upon, and finally communicated telepathically to the Beings for whom He is serving. This often includes you, My dear chelas.

This Angel acts as a guardian of the petitions submitted by Ascended and Cosmic Beings, holding them all in His consciousness. When a Chohan submits a petition, for instance, He will approach the chelas who are interested in adding their efforts to support His plan. The more interest He can stir among the chelas, the more likely is His plan to receive the grants of energy required to put it into motion.

The Angel of the Scrolls is called upon to act as a mediator between the chelas and the Master in many instances, assisting the chela to formulate a petition that will show support for the work of a Chohan. As you―a chela―begin to think about writing a petition to submit to the Karmic Board, the attention of this Angelic Being is drawn to you. All the while you think and write―and often struggle―to get your ideas and desires into a clear and comprehensive form, His attention is with you He acts, not only on the Masters' behalf, but also on yours, helping you to think more clearly, thus developing your spiritual consciousness at a quicker rate.

Often, you may become discouraged during this process. If this happens, your Support Group and other Angels from the Ray for which you are working in your petition, will blaze Their Light into your aura to help sustain your interest and positive attitude.

As you finally complete a petition to the best of your ability, the Angel of the Scrolls can absorb the content of your petition, and adjust it according to your heart's true desire. Ponder upon this, because it is not easy to state your heart's desire. Sometimes, it is not even easy to know what it is, while you still walk the Earth! However, the way in which the Angel protects the pure content of the Master's petition, is by adding the support of each chela in its purest form, so you can understand that a great ability of God's love and discernment is required. Can you begin to glimpse some of the importance of your efforts during the petition classes, and of all the thought you put into the preparation of your own petitions?

During this process, several things take place. One is that a line of communication is opened between the chela and the angelic consciousness that is helping him at the time. It acts to strengthen the cooperation between the human and angelic kingdoms at a conscious level. It escalates your personal relationship with the angelic kingdom and the Ascended Master Realm tremendously. In addition, because you have taken the time to actually sit down and prepare a petition―no matter how simple or complex it may have seemed to you―the relationship with the elemental kingdom is also strengthened, because you have used your physical body and your mental body, as well as your feeling nature, to complete this task.

Now that the Karmic Board has completed this session and handed down Their decisions, you have the additional task of following through on the petition you submitted. I would like to offer a few suggestions as to ways in which you can be of the most assistance. First of all, you have made the agreement to support your own petition, whatever it is. This can be done in your daily work by giving a decree and visualizing the perfection of the outcome desired. Through the blessing of the Shamballa Letters, you have been given some instruction on how to create a decree, and I encourage each one of you to try your hand at doing so, if only to supplement your personal work.

Now is the time when We are asking and expecting of Our chelas the greatest effort yet put forth in the healing of all conditions upon the Earth, in preparation of the full flowering of the New Age of Spiritual Freedom. I cannot emphasize too strongly the importance of your creative work, for in any endeavor―such as writing a petition or a decree―all four of your lower vehicles are drawn into service. As you continue in these efforts, balance and mastery of these vehicles are achieved. At that point, true unity with your higher bodies takes place, and you can command the Forces of Light with mastery! This, My beloved, is true independence, for your only dependence must be upon the Inner Christ.

As we communicate with each other today, you are celebrating a time when freedom and independence were won by the United States of America. The Spiritual Currents of the New Age move around the entire planet Earth, each country and people representing a part of the fullness of the New Age as it unfolds and develops. This land was established to represent the spiritual values of the Hierarchy of this Earth, which are brotherhood and equality, based upon Spiritual Freedom for all. For this reason, great diversity of people, ideas, ideals, religions, language and cultures have been drawn together. All must be brought to understanding, peace and harmony during this part of the New Age.

The desire to fulfill and express these spiritual ideals has been well represented in your individual petitions. It is also well represented in the group petition that was brought forth. As this is made available to the entire family of chelas worldwide, I ask that those who desire to assist will use it. Each person may focus on the section of this decree that applies most strongly to their individual interests, or to the Ray that is in effect on each day. Of course, it may also be utilized in its entirety. This will give you an idea of some ways you may use it with constancy and simplicity.

I will do everything I can to assist you to fulfill your Divine Plan as an individual, for in so doing, you cannot fail to fulfill the Divine Plan for the Earth in its entirety. Our Father-Mother God never creates a Divine Plan for an individual that could bring harm to another. Neither do They cause a feeling or belief in separation from Themselves, or between individual lifestreams. Therefore, as you each strive to bring forth the best in your life, you fulfill the Cosmic Law of your lifestream, and all life upon the Earth must and will respond.

True Brotherhood consists of groups of spiritually independent individuals, each fulfilling the purpose for which he or she is best suited, unified in cooperative endeavors. The mutual good of all concerned is the primary concern of each one, and each shows respect for the contributions of all others, and is grateful for their presence in his life experience. This, My beloved chelas, is what I offer to you in the fullness of My love. Unify your every effort with Mine, for we are a part of each other, and so it shall always be!
