Rising majestically out of the level plains in the State of Wyoming stands the Grand Teton Range. Even to the mind of the man insensitive to the great spiritual world in which he is immersed, the glorious natural cathedral which spirals above the emerald green setting of plain and trees draws admiration. It impels aspiration toward lofty thoughts and stirs the spirit of inspiration toward Godliness. The snowy finger of the Grand Teton pointing Heavenward is a silent but constant admonition to all who look upon it to lift up their eyes unto the Creator of that glory and of man, his spiritual brother. 

For many ages, within the heart of the Grand Teton, the Great White Brotherhood have united their strength, their consciousness and their Presence to evolving ways and means of helping the mankind of Earth to the expression of greater peace of soul, greater health of body and greater development of the dormant Spirit of God which awaits summons within the heart of man. 

From this ancient Retreat in the heart of the Wyoming Rockies, brothers and sisters who are primarily interested in helping mankind to develop their natural talents, gifts, powers and reason for being, go forth to every country upon the surface of the sweet Earth whom they live to serve and whom they love. 

We know that the Law of Life is based upon the science of giving and receiving. In scientific parlance it is referred to as centrifugal and centripetal force. Nature confirms this Law and so lives in harmony and balance. The release of the breath from the physical body is essential before the next life-giving breath can enter to nourish and sustain the body's life. The tree must give of its fruit in order to prepare for the miracle of a new resurrection and a future harvest. The flood tides recede to fulfill themselves and to again wash full and free upon the waiting shore. 

The Focus at the Rocky Mountain Retreat is the Center for the outgoing (centrifugal force) upon the planet Earth. The Ascension Temple at Luxor, guarded by Beloved Serapis Bey, is the Focus for the incoming (centripetal force). Man, through his voluntary choice, asked for opportunity to experience Earth-life and to contribute, through his own creative centers of thought, feeling, spoken word and action, to the creation of a Kingdom of Heaven upon the planet Earth, and chose to ride upon the tides of the outgoing breath of the Father into the world of form. When each lifestream has rendered this self-chosen service, contributed his share to the establishment of his own Father's Kingdom on Earth, then will that individualization return on the incoming breath of the Father, focused at Luxor. 

Because the development, externalization and general manifestation of God's Kingdom on Earth is focused through the Retreat within the heart of the Grand Teton Mountains, the Spiritual Hierarchy gather within the Council Chambers of this Retreat twice in each year, in order to formulate plans and designs to help in the establishment of that Perfection upon the Earth. 

The children of Earth cannot continue to tarry upon the Path - indulging themselves in pleasures of the little self. The Spiritual Hierarchy allows the Retreat at the Tetons to remain open for the entire twelve month period and in so doing, the alert chela is permitted to journey there in the etheric garment as often as he desires. He will always find a Brother or Sister of this Brotherhood waiting and willing to give whatever assistance may be required for his own unfoldment as well as for all the mankind belonging to this Planet. 

Remember, beloved ones, it is at this time of the year, as well as at the December-January Council Meeting, that you are permitted to present your Petitions to the Karmic Board. They will be courteously considered, and since the Karmic Board always favors initiative and selflessness when expressed through the consciousness of individuals who are yet a part of the mass karma of the race, it is suggested that you prayerfully consider your request before penning it in the form of a Petition. Bear in mind, too, that you are required to nourish the Petition which you present by adding your energy rhythmically to its outpicturing. 

One of the most solemn moments in these Councils is the presenting of the Addresses and Petitions to the Karmic Board who sit facing the Assembly, the expressions upon their lovely faces wholly impersonal. Another such solemn moment is when the Karmic Board acquiesces to the Plan of some petitioner (ascended or unascended) who is thereby given permission to try to externalize a particular Idea. 

May every member of the human race, embodied and disembodied, attend this great half-yearly Council and offer their energies in order that the Planet may quickly outpicture the Perfection that is intended for her and her peoples.
